 We need to assess the frequency of the problem.

 glowcohen has one laptop that does it four times out of five.  hal.murray
 has two laptops that does it a few times a day (out of how many successful
 boots?).  I've not seen it on four laptops over several weeks.  dsd has
 not seen it on 23 laptops.  Who else has not seen it and on how many
 laptops?

 My gut feel is that this is a hardware problem that was handled gracefully
 on 8.2.1 but ungracefully on our current builds, but we need to analyse it
 further.
