 o-u-q does not react properly to an OAT protocol message with a real
 stolen tag. This is because there is a mismatch in the ordering of params
 in check_stolen_tag().

 Fix applied to master at http://dev.laptop.org/git/projects/olpc-
 update/commit/?id=37715425a551d90fca6b86598b733695bb6803df

 The fix is trivial, is tested, and works correctly. Let's roll this into a
 build soon...
