 During a test of the activation process, we can't use the network
 (neighborhood is empty) right after activation via wireless with a local
 XS.

 At this point, ifconfig shows only lo. Libertas driver is loaded, but no
 eth0 is present. rmmod and modprobe of libertas_sdio does not help.
 Restart of NetworkManager does not help either.

 After a reboot, wireless is ok.

 This is with a La Rioja build made with dsd's help that is in sync with
 os119.
