You don't need access to an oscilloscope.
This problem is due to the SPI flash getting corrupted during an upgrade.
You might be able to reflash the firmware, depending on where the
corruption happened, by connecting a serial port.
If not, you can replace the SPI flash to correct the problem.
(Not trying to diagnose the root issue, just provide work-arounds for
now.)
