 testing with build 116, i'm not seeing the screen ever dim, which is to be
 expected given current powerd behavior.  (and therefore, it also never
 blanks.)   if we were to schedule dimming before sleeping, then wireless
 wouldn't re-brighten the screen.  but what's happening is that the
 wireless wakeup causes a reset of the idle activity counter, which
 prevents us from ever dimming.

 we do sleep, briefly, until the next ping arrives to wake us up.  we
 should probably have a separate bug open to discuss which protocols should
 keep us awake.  i think i'm planning on having pings keep us awake.
