 Could you try:

 1. Deleting 65-Thabit.conf

 2. Copying the newly attached 91-thabit.conf file to /etc/fonts/conf.d

 This should

 a) Substitute "Sans" (the default Sugar font) with Thabit for Arabic
 b) Increase the visible size of Thabit by 20%
