There are only two plugins, patched videorate (fc9's one has a bug) and
valve plugin which is gst-bad and isn't installed by default.
w/o valve Record shouldn't work at least record (of course if gst-bad
package wasn't installed).
Could you recheck if it is videorate blob related issue, try command w/
and w/o GST_PLUGIN_PATH=<path-to-linux32>
gst-launch-0.10 v4l2src ! video/x-raw-
yuv,format=\(fourcc\)YUY2,width=320,height=240 ! videorate ! video/x-raw-
yuv,framerate=10/1 ! ffmpegcolorspace ! queue ! theoraenc quality=28 !
