Your problem description is unclear.
When I launch an Activity (typically by clicking on an icon in Home View
or in Journal View), a launch screen gets shown with the Activity's icon
pulsing in the middle of it. This indicates the system is performing the
launch process.
[I believe the function of F4 is to select the Activity View -- *not* to
access any specific Activity. I believe it is the responsibility of the
launch process to position the Activity View to show the "Activity just
launched".]
If the Activity does not launch (i.e., if some problem prevents the
initialization of that Activity), the pulsing launch screen persists for a
while, then disappears. I believe that F4 gets never set up to get into
that Activity, because that Activity never got "ready".
If the Activity does launch, I myself have never experienced F4 not
getting set up -- either to the launch screen if the Activity is not yet
"ready", or "into" the Activity once that Activity has been initialized
and has put up its own screen.
If, before the Activity is "ready", the user presses F4, it is my
expectation that "there is no Activity there" - and therefore the user
cannot as yet get into the Activity "just launched". All the user would
see is the (still in process) launch screen.

Please explain more clearly: "what did you do - step by step", "how long
did you wait between each step", and "what did you expect as you did each
step".
