Comment:

 After a lot of back and forth with Via, we came up with a way to eliminate
 the delay for the wakeup-from-S3 case, but not for the power-up case.
 That is good enough.  The delay has something to do with the RTC glitch-
 prevention-on-power-up/down function.

 Fixed by svn 1394.  The fix will appear in q3a12.
