Yes.
Every B2 differs from every other B2 at a component level; they are not
using the same components, they are using components that are slightly
different; e.g. resistors have a batch tolerance, if they are specified as
having a resistance X they are allowed to have a resistance of X plus or
minus 1% of X.
There are a class of problems that only reproduce with specific unusual
mixes of slightly different components. As Wad says, this might be one of
these problems.
Components can also be faulty, or installed incorrectly.
OLPC might want to investigate the fault by taking back the unit you have
and subjecting it to detailed bench analysis. We'd normally send you
another one at the same time so that you can continue testing.
I agree with Wad; please tell us if it happens again.
