 Local deployment teams want to

  - control a list of OATS servers - rather than just one
  - be able to skip the local XS, or query it last

 Martin has a patch that implements:

  - Conf file /security/oats-server can have the name of a single server,
 or a newline separated list of servernames, which will be queries in order
 (local XS is queries first).

  - Conf flag file /security/oats-ignore-xs indicates that the local XS
 must not be implicitly queried.
