 This isn't a host controller quirk, it is part of the proprietary SDIO
 spec that none of us have seen.

 It makes sense actually.  Since the interrupt line is also a data line in
 4b mode, the controller/device need the clock to synchronize the state
 machines that tells whether it is currently being used as interrupt or
 data.   In 1b mode, the interrupt line is dedicated to interrupts.
