 The sync delay is definitely due to bad SD write speed. This is what I
 measured in my investigation in #9688.

 I think we should close this bug: the original delay reported here was
 unrelated to syncing and no longer seems to occur, the syncing delay has
 been narrowed down just to a sequence of writes that SD cards really don't
 like, and any changes to our "syncing policy" will need to be handled as
 part of the work we do for #9649.
