 Our custom NM 0.6.5 has a non-standard wpa_supplicant integration that
 cannot switch on debugging logs.

 The code to support it is there, but it is buggy.

 The mechanism to get a log is to touch /etc/NetworkManager/log-supplicant
 - if that file exists when wpa_supplicant is being exec'd, then NM tells
 wpa_supplicant to use it as its log output.
