 Regarding pgf's comment that his B3 doesn't do this:

 I took his B3 (#18), and changed the internal SD card with the internal SD
 card on my B3 (#1C).  After switching the cards (#18 originally had
 Sandisk, #1C had Transcend), #18 wouldn't resume and #1C would.   I
 switched the cards back, and the bug has been successfully transferred:
 #18 (back with a Sandisk SD card) no longer resumes, and #1C now resumes
 fine.

 So this bug is not 100%, but we dont' know what causes a particular laptop
 to not have the problem.

 Neither B3 has a WLAN, both are in CL1A cases.  The problem seems
 independent of serial port connection.

 The next line in a successful resume is reconfiguring the USB
 controller...
