Sometimes it takes a long time (10 seconds or more) to connect my local
HTTP server via wired LAN. Sometimes the attempt fails entirely, but it
works when retried immediately. When it works correctly, the initial
attempt succeeds in about 3 seconds.

The setup on which I have seen this occur:

Dlink DUB-E100 USB Ethernet adapter, connected to my home network.

HTTP server is lighttpd running on WinXP.

Command is "newrom", which is "flash! http:\\10.20.0.14\new.rom"
