Comment:

 Triage.

 On os40 the option module is not present, so I've been unable to test a
 recent 3G modem.  I can test once it is present.

 The usbserial module is present, and can be used with certain modems by
 echoing their USB IDs into /sys/bus/usb-serial/drivers/usbserial/new_id.
 It doesn't seem to work with modems that include built-in CD-ROM emulation
 for vendor software distribution.
