That is unfortunate. I think we really need Sugar logs at the point of
failure.
Check in /home/olpc/.sugar/default/logs/ for older timestamps.

Lines 23 to 30 are interesting, and may indicate a flaw ... but I see them
also in the working instance.

No, I see them too, they had no effect.

Odd, there was no sign of checking the internet with Browse in the tcpdump
you supplied. Did you check with Browse before or after starting tcpdump?
This might happen if there is another active network interface. Do you
have a wired network attached to your XO?
If so the tcpdump command I gave you was incorrect; it should have used
the wired network interface name. Usually eth1.
