 On multiple occasions we've been hit by F11 updates having higher version
 numbers than our own overrided packages (e.g. kernel, openchrome) so we
 should reimplement something similar to the old pilgrim system to work
 around this.

 My thoughts:
  * public_rpms repo (#9594) should create a text file named "pkglist.txt"
 listing all the package names that are present in the repo
  * build scripts will fetch that file and autogenerate that part of the
 kickstart config with the appropriate "repo --excludepkgs" lines
  * we must also ensure that the resultant yum.repos.d files reflect the
 build configuration, which we probably fail at right now. modify ks %post
 somehow linking to the above in order to generate the right repos files
