#9316: Terminal choose non-Mono font when in CJK locale

Component: terminal-activity | Version: Development build as of this date
Keywords: font CJK | Next_action: never set

Originally I thought it's due to some font fallback problem. But with a
more careful check, Terminal always choose a non-mono spaced font when I
change the locale to Chinese. In this condition, the font display will be
ugly as characters like 'm' will overlap with adjacent characters.
