#9387: volume can go too low?

On my XO-1, the minimum volume that sugar sets is 10%. This works well, as
things can be heard but only very softly. Putting the volume lower in
alsamixer and you can barely hear anything. At 10%, alsamixer says the
gain is -42dB
On my 1.5-A1, if I put the gain at -42dB it does sound to be the same
volume (although good headphones show that it's not quite the same).
However this is already "43% loud" according to alsamixer, which lets you
drop the gain all the way to -74dB. You can really hear nothing at these
low volumes except with good headphones.
Can we improve this? My desktop PC and laptop both behave the same as the
XO-1, allowing me to go down to -46.50dB gain but no further.
