 good idea but I don't think it's feasible initially.. would require
 upstream architecture changes.

 Firstly, when launched because of being a first boot it always loads all
 the modules, presenting all the GUIs for EULAs, keyboard layouts, users,
 etc.
 secondly, it always launches an X server even if the modules don't have a
 GUI (or maybe its not possible for a module not to have a GUI dialog).
