 Yes. We should examine LocalSettings.php
 (http://www.mediawiki.org/wiki/LocalSettings.php#Image_uploads)

 Note also from the #Image_thumbnailing reference, "ImageMagick renders
 SVGs, but very buggily. Also slow. This is the default, but avoid it if
 possible."
