 StandBy/Wakeup cycles from Windows often crash.

 To reproduce, run the Sleep tests from the Windows Device Testing
 Framework (requires a lot of setup), or simply do a StandBy , wait a few
 minutes, then wakeup.  After a few cycles, the system is likely to reboot
 instead of wakeup.

 The root cause is that the Windows driver for the XO display does not turn
 off the display controller's "Display FIFO Load Enable" bit, so it's still
 trying to access memory after the suspend code tells the RAMs to go into
 self-refresh.  OFW needs to work around this by doing the turn-off itself.
