 It is not correct that we fetch all activity binaries before install, at
 any time.  We fetch small pieces of metadata about activities from a wiki
 page.  It sounds like you have a local networking problem.

 > When the user specifies 'install so-and-so', the CLI 'sugar-control-
 panel' function should fetch only that indicated Activity.  The user wants
 it updated, and is unlikely to change his mind if it turns out that a
 newer-yet version has become available in the last hour.
