 When a battery (any battery) has a voltage low enough to activate the
 trickle charger (< 5.35V) there are cases where the EC will fail to clear
 the full flag and thus the charging stops once the trickle phase is over.

 There is not enough energy in the battery to power the XO form more than a
 few minutes after you disconnect external power.  Thus the EC never has a
 chance to detect that the battery is really empty.

 The result is that the battery is stuck in a cycle where the EC will never
 charge it beyond the trickle phase.

 This is fixed in firmware q2e32
