 As for the plan for Marvell, I think

 For (1) they should run another system in monitor mode and see if the XO
 is correctly acking all incoming packets in the WPA handshake. I suspect
 it is not, and this would be a strong pointer to a driver/firmware issue.

 For (2) they should run another system in monitor mode and carefully
 examine the logs, seeing if the problem is in TX or RX, etc.
