 Apparently much of the observed behaviour is an intended feature rather
 than a bug. While an XO is suspended, it might be transported between home
 and school, i.e., to a different network environment. The designers want
 the XO to first search for a School Mesh, then a local mesh, then last an
 Access Point.  Or something like that.  It is slow and irritating for me
 too.  I use build 8.2-767.

 There are prior Trac tickets about reconnection behaviour after wakeup.
 Some sort of software redesign was intended, but perhaps has stalled.
