 Judging by your irc conversation this is something you want/expect
 regardless? So I've added functionality for olpc-os-builder to set the
 group URL in the build but actually ignore the group.

 obviously we won't get the expected results when running the activity
 updater at this point but the .groups file will be there and ready

 when approaching release, an activity group should be created from the
 activities and content ready for shipping, sugar_activities_extra and
 sugarlabs_activities should be removed from the config, and the
 sugar_activity_group.install_activities override should be removed
