 Turns out that the lock was merely a workaround, and the correct fix was
 needed in ejabberdctl.

 We have an updated ejabberd (2.0.3-11) where concurrent calls to
 ejabberctl work again -- available both in "olpcxs-testing" for xs-0.6 and
 for xs-0.7.
