#9908: no keyboard or touchpad after boot

--------------------------+-------------------------------------------------
 '''Context''': XO-1.5 B2 with disconnected but present serial cable, with
 Q3A24, with os62, manually updated kernel 9815d58, configured not to idle
 suspend (due to a previous test, using /etc/ohm), initially powered from
 external DC input, battery inserted, charge LED came on, unit manually
 powered up, automatically booted. Left for some minutes.

 '''Problem''': keyboard and touchpad not responsive.

 '''Workaround''': attached USB keyboard.

 '''Analysis''': dmesg shows i8042 related errors:

 {{{
 [    3.053623] PNP: PS/2 Controller [PNP0303:PS2K,PNP0f13:PS2M] at
 0x60,0x64 irq 1,12
 [    3.593029] i8042.c: Can't read CTR while initializing i8042.
 [    3.609742] i8042: probe of i8042 failed with error -5
 }}}

 compared to normal output on a working system:

 {{{
 [    4.733119] PNP: PS/2 Controller [PNP0303:PS2K,PNP0f13:PS2M] at
 0x60,0x64 irq 1,12
 [    4.762145] serio: i8042 KBD port at 0x60,0x64 irq 1
 [    4.778018] serio: i8042 AUX port at 0x60,0x64 irq 12
 }}}

 /proc/interrupts on affected system shows IRQ 1 and IRQ 12 are not
 allocated.

 The unusual message is from i8042_controller_init() in
 drivers/input/serio/i8042.c ... it is as if the keyboard controller does
 not respond.

 (if this happens on resume as well it may be a root cause of #9865).
