Comment:

 The fix in svn 1609 seems to help a lot.  It randomizes the local port
 number for TCP connections, so the system doesn't try to reuse the same
 port number on every boot.  Since making that change, the frequent stalls
 I was seeing with the "newrom" command haven't been happening.
