There must be a better way, but one reliable way to do this is:
Install a fresh system image using copy-nand.
BEFORE booting the image the first time, use "change-tag LO en_SZ.UTF-8"
from OFW to change the locale.
Boot into Linux, and the locale should be set appropriately.
