Jon is wrong about this. The I2C bus used to talk to the camera is one
that might be used by X to talk to a display, but the I2C bus has nothing
to do with powering up the camera.
Powering the camera on is what turns on the camera LED. This is
controlled by VGPIO3.
There is a known issue that if you have the serial port enabled, or have a
serial adapter connected to the processor serial port, the camera power is
backfed and the LED is dimly lit.
There might be an issue with the I2C bus back-feeding the camera power
supply. If this is the case, the LED will be dimly, not fully lit.
