#9455: maybe use data=ordered for root mount

Comment(by Quozl):
Tested on os55, root partition is mounted ''data=writeback'', and
''noatime'', other mount points within it are mounted ''relatime''.
I tried and was unable to generate corruption that Sugar cannot deal with.
Creating zero-filled files isn't what application authors are used to, and
we might expose latent bugs. But I'm happy to close this bug if there is
someone else who agrees.
I presume there is some advantage to ''data=writeback''.
