 #9752 introduced a change where an activity's update_url is not checked if
 the activity group page contains a record for that specific activity.

 This means that if the activity group page falls behind then the user will
 not be presented with the latest version, which may not be what we want
 for a well-connected G1G1-type audience.

 (it is however what we want for deployments: it reduces the amount of
 internet-bound HTTP requests from 15+ to 0 [assuming local-hosted group
 page], and means that deployments have full control over which activity
 versions are pushed to their users)

 This ticket is about reconsidering if or how we'd want to support the G1G1
 use case in future.
