 In working on #9744, I ran a suspend/resume loop with NetworkManager
 killed so that we don't run into the issues that arise due to SCANs being
 queued just as we are about to sleep. I configure the card with iwconfig
 and dhclient and then started the loop and I've seen the card dissappear
 and then reapper:

 An iwconfig shows that the card's essid has been reset. I can run iwconfig
 and dhclient to reconnect to the network and ping without any errors at
 this point and I can restart the loop test w/o any errors.
