 Reproduce:

 1:

  * Boot os54
  * Go to control panel, language, select "Spanish (Uruguay)"
  * restart
  * Sugar comes up in Spanish
  * Go to control panel
  * Every control panel title is translated except "Switch desktop"

 2:

  * Switch to GNOME
  * every desktop icon is in Spanish except "Switch to Sugar"
