 battery keeps laptop running, until it, too fails.  at this point the
 flags come into play, and determine whether the laptop should boot when
 external power is restored.

 Paul is correct.  In the no battery case AP and CP are equal.  If the EC
 loses power then previous state info is lost and so both cases must power
 up by default.
