 Oh!  I wonder if this is because the kernel's syncing to the SD (without
 freezing userspace?); that's the only thing that would create a delay
 between dim and suspend.

 If so, it should be fixed by me running sync in userspace as the last
 thing we do before suspending, which I was going to do anyway.  So we'll
 see.
