 This appears to be a regression.

 On an XO-1.5 A2 prototype, running Q3A08 and OS26, the laptop does not
 restart properly.   It shuts down fine, and boots fine, but when told to
 restart (from the Sugar control panel), it reboots into OFW,
 prints "Type 'help' for more information", then sits there with an "ok"
 prompt.

 Typing boot at that point results in a "Can't open disk label package",
 followed by "Boot device: /usb/wlan  Arguments: ", followed by "Can't open
 boot device".

 This laptop has both a fully bootable IDE drive and a bootable SD card
 present, both with OS26 installed.
