 I think that it is safe to assume that this is not a Cisco issue at this
 point.
 I have looked at the AP logs and didn't see any blacklisting happening.

 It turns out that I had disabled blacklisting a few months back to make
 sure that we didn't have one more parameter to worry about.

 I think we just need to put a few XOs in packet-spewing mode until the
 spectrum is saturated and then retry associations.
