Comment:

 I think it's worth formally asking for a patch review and blocker triage,
 as this problem will affect all G1G1 people that use an AP and are too
 impatient to wait 60s after their XO wakes up / starts up.  I think that
 percentage will be high enough to warrant the additional risk of testing
 this patch, based on the number of bugs this behaviour has elicited (five,
 by my count, not counting thomaswann's other one).
