 Browse's main page is now the one part of the browse interface that is
 part of the base build.  This, like the browse 404 and other errors, need
 to be localized in the base build and cannot be done through library
 bundles.

 proposed fix: Update Browse to load index.xx.html where xx is the Sugar
 interface language, and have a pootle entry for the full html of that
 page.  This should be done before 8.2.1, in time for any deployments that
 want to update to 8.2.0+
