Comment:

 It turns out that /etc/rc.sysinit deletes /fsckoptions after using it, so
 the file has to be rewritten each time.  This is done by the no-fsck-
 options init script, which is run by default.  The script does nothing but
 write to /fsckoptions and exit.

 It is available in xs-config-0.4.3.18.gc9ce811-1.noarch.rpm

 It is hard to be certain that it has made a difference, as fsck rarely
 asks a question these days, and I am not sure how to break the filesystem
 in just the right way that it would otherwise ask.  But, at least, under
 testing (and logically) fsck is no more likely to freeze than before.
