Comment:

 Added a workaround which overrides the bindtextdomain() call in
 sugar.activity. We hard code the path, but I could not think of any other
 patch without reverting the bundlebuilder patch.

 Note that the bundlebuilder patch will mess up l10n for all the activities
 being installed in stock F-9/F-10.
