#8629: first-boot / software-upgrader should check for new OS versions and offer
to do an olpc-update

 This would greatly reduce the pressure to get everything right in a single
 release once a 6-month cycle, and allow the preservation of release-
 specific branches that would make updates fairly seamless, while
 potentially addressing security, snappiness, and other issues.

 This is two tickets rolled into one :
  1. add an explicit set of first-boot routines that can be discussed -
 perhaps give the first-boot interface its own name.
  2. add to the current software-updater interface a check for OS updates.
