Comment:

 Well, I did see this while playing with the clipboard lately.  There are
 actualy TODO comments in the code saying we need the up/down icons (which
 have been in artwork for about a year.  I'll patch this soon.

 However, in other news, the clipboard is supposed to be capped at the
 number of items which fit in the tray, dropping off old items as needed.
 We'll have to look into that as well.
