 Tested on joyride-2467 and build 8.2-762. Since the sugar artwork change
 for the (*) around the currently connect AP, other AP's are 'randomly'
 showing up as a default half black and half white circle. Different APs
 occasionally flip back and forth between correct colour and a default B&W
 icon as you watch the Neighborhood view. It's the same kind'a cycle/time
 as the AP icons would fill and empty based on signal strength. My first
 assumption was that it may be a broken icon somewhere between 85%-100%,
 but I'm not sure.
