 cerebro-2.9.16 fixes the following trac issues: #8128, #7756, #8108.

 Since it is still disabled at startup, it should be harmless to include
 the latest cerebro in the stable build, and this will give developers a
 better platform to test/experiment with cerebro.

 It has been in joyride since 2467.
